Lesbian jailer busted for sex with Gwinnett inmate

A lesbian Gwinnett County sheriff's deputy was fired then arrested on charges that she had a consensual relationship with an inmate that included “intimate touching.”

Lisa Ziglar, 45, was fired on March 18 and indicted in late September, according to the Gwinnett Daily Post. After a grand jury indicted her, Ziglar was arrested on Wednesday.

Gwinnett County Sheriff’s Office spokeswoman Deputy Shannon Volkodav said investigators first received information in February regarding Ziglar’s alleged misconduct, which is believed to have comprised of a “consensual, but illegal, sexual relationship with an inmate that included intimate touching.” An criminal investigation began immediately and Ziglar was placed on administrative leave, Volkodav said.

The sheriff's office launched an investigation in February after receiving a tip about the alleged affair, according to the AJC. That led to her firing and later prosecution by the district attorney.

Deputy Shannon Volkodav, a department spokesperson, would not detail the relationship or disclose the gender of the inmate. But she told Project Q Atlanta that on the day of the incident, Ziglar was supervising a female unit in the jail.

Ziglar announced on Facebook earlier this year that she was engaged to her girlfriend. But the accounts of Ziglar and her fiance were deleted overnight Thursday.

Ziglar remains in the Gwinnett County Detention Center, the same place she has worked since 2001, on a charge of sexual assault. Under state law, even consensual sex between any person with supervisory or disciplinary authority – including teachers, physicians and law enforcement officers – is illegal.

In February 2012, Deputy Duone Clark resigned from the Gwinnett sheriff's office after allegations that he assaulted a transgender inmate. The inmate, Kricket Evans, filed a federal lawsuit over the incidents.

A jailer for the DeKalb County Sheriff's Office, Zel Mitchell, was arrested in March 2013 for swapping sex with a male inmate for contraband. In October 2013, DeKalb teacher Casey Thomas was arrested for allegedly getting three male teens from Millers Preparatory Academy drunk and then having sex with them. And in February 2013, Lewis Jackson was sentenced to two years in prison for trying to give gay blowies to three inmates at the United States Penitentiary in Atlanta. Jackson was the prison doctor.
